I believe that it works both ways, the either deserve it or the gods give the power to them. Many times when an famous person accepts an award they thank god, the power that god has given them to have their success, and they are thankful and grateful for all of the power that god gave them. It works with the people deserving it when you work so hard that you get the reward of power for all of your hard work. Basically, Odysseus is just frowning upon not appreciating the powers that the gods give you. You need to be thankful for everything you have before they get taken away.

Odysseus' Depiction of the Human Condition
At the beginning of Odysseus explaining what his depiction of the human condition, he is saying how men are the weakest thing on earth, weaker then the smallest any breathing and crawling on earth. The men are taking advantage of the powers that the gods give to them, the men think that the power comes from themselves, they are infatuated by the sense of power. But little do they know that it can be taken away in a second. Inevitably, the gods create the challenge for men, and the men don't like it. The men are not thankful for the power that the gods have given to them.
